About:Chinese Consulate in Los Angeles

Can I obtain a visa from the LA Consolate if I am a resident of South Dakota?

I am planning to travel to China in 2017 and am a South Dakota resident. Am I required to submit my application to the DC embassy or am I allowed to apply at one of the consulates?
