Can two Americans living in Japan adopt?

We are wondering if we are eligible to adopt a child. We have been married for 2 years. It's both of our first marriage. One is 24 and one of us is 21. One of us are in U.S. Military. We currently live in Japan but will always being moving every 3-4 years. Can you please help. Thank you.

Taylor, I am afraid that you two are unable to adopt a child because your age doesn't meet the requirement. The minimum age is 30 years old.
