About:China Visa Exemption

24-hour rule applies?

If I'm flying from San Francisco to Taiwan and vice versa with a 19-hour layover in Shanghai for both trips, does the 24 hour rule still apply? (If I were to leave the airport to visit friends in Shanghai)
