About:72-Hour Visa-Free Transit

Does this qualify for 72 hour visa eligibility?

fly from LAX to Beijing and transfer within 4 hours to mongolia, on retun to USA leave Mongolia arrive in Beijing and stay for 2 days, then fly to LAX.
