About:How to Travel to China without a Visa

Visa on arrival in Hainan (HKA or SYX airports) for citizen of Poland

Hello,
I am Polish, currently in South Korea, planning 4-5 days trip to Hainan, and returning to Seoul. I hold no valid entry permit for China, and won't be able to obtain any on time.
I browsed many pages, but i'm still confused if i am eligible for applying for a short-term entry to Hainan only. Poland is NOT one of 21 or 26 countries subject to entry permit-waiver program, but i'm not seeking entry, but rather entry permit with a fee upon arrival. None of the sources specify detailed info/requirements, not even hainan government website. They usually refer "Citizens from countries and regions with established diplomatic relations or official trade relations with PRC", AFAIK Poland has such relations.
Also pls note, I am planning individual trip i.e. NOT with a 5+ group or "officially registered" agency.
Thanks in advance for your advice.
Pawel

Not sure why, but someone or something has edited my post an replaced occurences of "visa" with "entry permit", so that now the question doesn't make sense.

My bottom line is:
can someone please confirm if an individual from a country that has official relations with PRC, travelling alone, will be (or at least generally has a good chance) allowed to enter Hainan for tourist stay with less than 15 days, before any prior arrangements? (fees, passport photos, flights/hotels confirmations on hand)
Thanks.

Pawel, yes, you have a chance to get the VOA, even though you are travelling individually.
