can i fly hk-shanghai-hk using 24 hours visa free entrance?

Hello. I am Ukrainian but living in HK and have HK residence. I need to fly to Shanghai for 1 day 1 night to go to Ukrainian embassy to apply for a new passport.

I'm afraid you cannot do so. This route is not a valid transit. You have to apply for an entry permit from Hong Kong.
