About:China Visa Exemption

Do I need visa and can I leave the airport if I have confirmed ticket within 24 hours out of China?

e.g. Arriving in GuanZhou from Moscow at 12:00h and leaving GuangZhou to Amsterdam at 23:00h

Nope, you just need to apply for a stay permit when you go through the immigration checkpoint. It's just a stamp on your passport and you can get it for free. With this permit, you can exit the airport.
