Can a holder of a S2 visa write a letter of invitation?

My Filipino boyfriend is a PR in HK and is planning to visit his friend who is in Shanghai with an S2 type. Can his friend write the letter of invitation or is it limited to holders of student, work, journalist, and permanent resident permits?
