About:Transfer in T3 of Beijing Capital Airport

I am traveling to the Philippines and transferring to CA at PEK

do I reclaim my checked in luggages at PEK?

You should ask whether the first airline has the lugagge check-through service. If so, your lugagge will be directly transported to the final destination, no need to reclaim.
