US Citizen Flying through Shanghai

I am a US citizen flying from Dubain to Tokyo. I have a 23 hour layover in Shanghai. Can I get a visa upon landing to enjoy the city for one night?

I believe your are allowed to stay in shanghai for 72 hours free transit.
