Can he apply the 72 hours transit without visa to Shanghai?

My boss is holding a Germany passport. He will go to Shanghai for business trip. My itinerary is Frankfurt-Hong Kong(2 days)-Shanghai (2 days)-Taipei (transit only)-Hong Kong (2 days)-Frankfurt.
