16 hours stopover from Taipei to Amsterdam via Shanghai. Do I apply for the 72 hours free transit?

I am about to book a flight with stopover in Shanghai, from Amsterdam to Taipei. (european passport). On the way back there is 16 hours to wait on Shanghai before flying back to Amsterdam, can I book a hotel at the airport without applying for a visa?
