Hello,
I'm Katrin from Germany, currently travelling through Vietnam. I would like to go to Russia by taking a train from Hanoi to Beijing and the transsiberian train from Beijing to Moscow. Can I apply for the permit in Hanoi? I read that I have to apply for it in Germany, but that is not possible...thank you!
