I live in Arkansas so the consulate I need to apply at is in Houston. I will be in Los Angles on other travel soon, so could I apply in person at the consulate in Los Angeles even though they don't cover Arkansas?

G.S., I am afraid that you can not apply in Los Angles. Every Chinese consulate has its own jurisdiction area. You'd better apply in Houston.
