If already in China can I go to HK to change my Visa?

Hello,

I have been studying in China with X-1 this year. I just got a job for next year, full time. To get the Z, can I go to HK and apply there or do I need to go back to the UK (my home country) to do it? I know people were able to go to HK very recently, but I think the law might have changed recently and am having a lot of trouble finding any information about this situation.
