how long will it take to apply for an l visa, in entering china?

Can I do it upon arrival in Honkong? We will be in Honkong for 5 days minus a planned 1 day tour in WOW.

It usually takes around four weeks to get an Tourist L to enter China. It is possible to apply in HK, but it is not assured that you can get it in the end. You are suggested to apply in advance before you go to HK if time is possible.
