Can you tell me if my tracking number is a valid tracking number: RD231789181CN

I ordered a dress on eBay from China. I was given this tracking number RD231789181CN but every site I have tried keep saying it is invalid. Can you let me know if this is a valid tracking number.

Is RD231789181CN a new parcel as it normally takes 5-7 days for China Post to update the system
