Can i have tour for 7 hours while on transit.?

Arriving at Guangzhou airport 12.20 hours ( 8 Dec ) from Bangkok and flying at 00.05 hours ( 9 Dec ) to Amsterdam. Total time in between flights is 11.45 hours. Is it possible for a guide to pick me up and have half day tour of the most important sights in Guangzhou?
Also, I am Dutch and qualifies for 72 hours visa-free entry. Do I need to arrange this at my home country or can I do it directly after arriving at the airport?
