Can I still enter China without a tour package?

Ok, i got my visa and passport, do i can still enter china without it? I planning to go to shanghai, can i still enter
without a tour package?

i re-word it, i know you need a permit and passport to enter, but i just wondering do i have to be in a tour package to able enter china?
