Visa to Korea from Beijing

My friend and I are thinking about going on a tour to North Korea from Beijing. we are staying in Beijing for 3 days before we are going to North Korea. Is it possible to apply for it while we are in Beijing? Is that enough time?
We are Swedish and Norwegian
