can the visa be mailed back from consular office in chicago

Question

I plan to drive to Chicago (3 hours from my home) to make application to visit china in November.  Do I have to go back to pick up it or can I include the mailer to have it mailed back to me.  The above mentions the consular in Washington DC will no longer provide mail back service.  Does this apply to all consular offices?

The mail service is not available in all the consulates in USA. So you need to go back to Chicago to pick up for you. Or you can apply through a local tour agency, so you do not need to go on your own.
