Is the 72-hour policy available if I use different airport in same city?

Hi, if I fly Auckland to Shanghai Pudong, then the next day from Shanghai Hongqiao to Macau, am I eligible for the 72hr transit visa? I know that PVD and SHA are different airports, but they are in the same city...
