About:How to Travel to China without a Visa

My cruise route is Tokyo (Japan)- Shanghai - Okinawa (Japan). For transfering issue?

My stay in Shanghai is only 16 hours. Am I qualified for exemption of visa due to "Direct Transit"?

You can enjoy the 24 hours free transit, since you just stay in Shanghai for 16 hours. No visa is needed. If you want to get into the city, a stay permit should be applied at the port.

Do you think that the same "arriving from" and "going to" countries violates the 24-hr transit policy?

It does not violates the 24-hour free transit policy.
Different departure country and arrival country are required in 72-hour free transit policy.
