Can I bring cookies into China?

I'm not sure they apply to this:

5. Food, drugs or other things that could do harm to humans and animals, and are infectious or from epidemic areas.

Is it food in general (i. e. all kinds of food) that is not allowed to be brought into China, or is it food that could do harm to humans and animals, and are infectious or from epidemic areas?

Michael, it's ok to bring cookies into China. Not all food are forbidden to enter China. As you said, food that do harm to humans and animals, and are infectious or from epidemic areas are not allowed to enter China.
