Visa renewal in Singapore

I am currently in China on an L. Now I need additional 30 days here. I am from Germany and want to visit some friends in Singapore. So can I apply for the 30 day L there?
I would greatly appreciate an answer.

No, it is impossible if you do not have PR, WP, EP, STP, DP or SVP in Singapore.
