About:Chinese Embassy in U.S.A.

Dp I need VISA for a cruise starts Tokyo, 3 days in Tinajin and ends in Shanghai?

I'm considering spending 3 more days in Shanghai at end of cruise.
Do I need one to cover both stops in China or do both fall under the 72 hour rule?

Yes, you need to apply for a double entry tourist L. The free transit does not apply for visit by cruise.
