Can US citizen living in Belgium at luxembourg border use Chinese embassy in Luxembourg?

Dear Sir,
I am a US citizen and living in Arlon, Belgium. I am closer to Chinese embassy in Luxembourg than Brussels. Is it possible for me to apply for my Chinese Visa in Luxembourg ?
