Can a someone with a Nigerian passport apply for a tourist visa?

Hello, I really want to find out if a Nigerian citizen living in Nigeria can apply for a L type to visit china with his family for 10 days. If yes, how do one get an invitation for this...if no what are the other available options to explore... I am waiting for a reply...
