Using the 72 free transit to get another visa upon arrival in China

Am I able to use the 72 hour free transit to get to China, and upon arrival, apply for a more lengthy F related to work teaching?

No, it is not allowed. BTW, if you plan to work, you have to apply for work Z type. It is illegal to work on any other type.
