Hi, it is true that you need to apply work Z outside of China, but you are advised to contact Chinese embassy in Manila directly for details. As I know, they only issue Z to the residents only.

Thanks Lee. I sent an email to the embassy in Manila, they referred me to their website. I read the requirements, they wrote; to apply from the Philippines you must have a resident permit. But i heard some other people saying you don't need that. Any advice? I've been calling the embassy to no avail to inquire before i make the trip. I Don't want to go get turned down when i get there. I have the foreign expert certificate already, employment letter and my health certificate.
Thanks again
