About:Chinese Consulate in Vancouver

Can I apply HKID cards for my kids in Vancouver while both parents are HK permanent residence?

I am afraid not. Children of HK Certificate of Identity holders born abroad will most likely not be eligible for right of abode in Hong Kong unless the child is a Chinese citizen at birth.
