About:72-Hour Visa-Free Transit

Cruise ship 8 hour stop in Shanghai

We board ship in 2 days, holding US Passports. Cruise staff says we need china visa, but travel agent did not mention requirement. Checked 72 hour exemption but appears to apply to air travel only. Which is true?

I don't think you need apply for one. You are not eligible for 72 hours free transit but you are qualified for 24 hours free transit at the port.
