About:72-Hour Visa-Free Transit

Entering Guangzhou on my way back from Vietnam

I am English and on my back from Vietnam I land in Guangzhou for 19 hours. Do I apply for this 72 visa in advance of can I just get it on the day?? Part 3 has confused me....
