I am us citizan and residant . I am visiting india. May be we are planing to visit chine. can I apply my visitor L to China from India.

No, you need to apply in advance. To apply in a third country is difficult now, and they generally only issue visas to residents. A single entry Chinese visa is valid for 3 months from issue date, so it is ok if you will not stay in India for too long.
