HK has implemented its sanction on the Philippines. Those who hold diplomatic and service passports won't enjoy 14 days free access to HK anymore. However, the sanction is not implemented on those who hold ordinary passport holders. So I think you needn't apply for one if you hold ordinary passport. If you are still worried, you might contact the HK Immigration Department to confirm this.
