can i go to your embassy in tokyo to apply tourist l?

Question

My visa to China has expired in 1/23/2014, I am stay in Taiwan for tour , then I will go to Tokyo in next week ,  after I get it, I still need go back to Taiwan , then go to China in Feb .  From Taiwan , Do I need buy airline ticket before I go ? please advice , I will go to Tokyo for vacation on 1/30-2/4

Hi, it is possible for you to apply for an L in Tokyo in person. And also, you can apply in Taiwan through an airline or a travel agency from the Commissioner's Office of the Ministry of China Foreign Affairs in Hong Kong. Of course, the round-way flight ticket and hotel bookings are required for application.
