I don't know if you can apply for it successfully i Cambodia. The applicants in the third country are usually required to provide the work or study residence permit in the third countries. The new regulation says valid visa for the third country is also ok. However, I am not sure it works very well like the work or study residence permit.

So you can apply from the Chinese embassy in Cambodia. If they refuse your application, then you have to apply for it in your own country.
