About:240-Hour Visa-Free Transit

Someone say yes but i dont know...

my travel is:
Flight 1: Mexico City (MEX) -> Tokyo Narita (NRT)(17 days)
Flight 2: Tokyo Narita (NRT) -> Shanghai Pudong (PVG) (4 days)
Flight 3: Shanghai Pudong -> Tokyo Narita (NRT) in connection to Flight 4: Tokyo Narita (NRT) -> Mexico City (MEX)

my travel agency that is possible and correct in her experience but i was read and i dont know. what do you think for transit visa?

No, unfortunately, your itinerary is not eligible for any kind of visa free transit scheme. Based on the basic rule of 240 hour visa free transit, the immediate points before and after mainland China have to be in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). As you can see both of those immediate points in your itinerary are in a single country - Japan. If you only can, I would advise you to slightly adapt/alter your itinerary by introducing, for example South Korea or Taiwan. Like this you could have an eligible itinerary that could look like: Mexico - Japan - mainland China - South Korea - Japan - Mexico. The immediate points in this case are in two different countries, Japan and South Korea. I hope you will be able to do this, but if you have non refundable tickets, I am afraid that the only solution is to obtain a Chinese tourist (L) visa in advance.
