About:240-Hour Visa-Free Transit

If I travel to transit country before rather than after China, am I still eligible

USA - Taipei-Shanghai -USA - Is this eligible for 240 hour visa free process?

Yes. In this case, your route will be counted from Taipei, a region other than Mainland China, which still works.

Just one detail here. It is important that your return flight from mainland China to US does not have a landing of any kind in Taiwan.
