I am applying for a 12 month multiple entry tourist visa

I sent all the papers into the visa center, and they emailed me saying that I could not have the 12 month, but only a 1-2 entry, because I have never been to China before. I have looked on many sites, and the center site itself said nothing about that. Is this actually true?
