Inquiry about China Post Tracking

Hello,

I had send a package from Xi'an,China to my father who lives in Nepal on 13th September 2013. My package tracking number is RA535417921CN the tracking information states that my package is still in Beijing from September 19th 2013 and waiting for transit airline space and it is 27th September 2013 and there is no update on the status of the package and My father have not received the package. Is this normal ?

I am asking because the package sent from china on 13th september 2013 so it has 2 weeks now and My father have not received it and there is no post office update
