S1 accompanying X for students

Me and my wife we have X study ones and we want to take the S1 for our little daughter. We can't go in China and first apply for resident permit and then apply for S1, because we want to take our daughter with us from the beginning. I this case, could we apply for our daughter's S1 based on our X and not the resident permit?

Hi, this is reasonable, but you are suggested to contact the embassy directly for details as the officers there have the final say to your applications. Regulations listed here are general reference but there must be exceptions.
