Requirements for Residence permit in S1 visa

I am working in China and my wife is coming to China in S1 visa. Later only i came to know that a residence oermit need to be applied. what are the requitements and how to apply ?

The main requirements are:
passport and visa
registration form of temporary accommodation which should be obtained at the local PSB or hotel within 24 hours after entry
physical examination
photos
And you should submit the application in person to the exit and entry administration.
