About:Baggage Allowance for International Flights

If I am flying from Shanghai to Hong Kong, does this count as an international flight?

Will I be ok to check in a backpack in my free checked in luggage allowance?

Yes, it is an international flight. Generally, it is ok to take your backpack as carry-on luggage. If it is too heavy, you can surely take it as check-in luggage.
