John, you need to apply one for HK from the HK Immigration Department directly. If you have work permit or residence permit in Dubai, then you can apply from the Chinese embassy. It takes about four weeks to process your application. You should provide copy of the information page of your passport, a filled ID 1003A form and a recent photo attached to the form, financial statement, transportation arrangement (flight itinerary for example). If you have a sponsor, he/she has to provide the filled ID1003B form, photocopy of his identify card and photocopy of his travel documents.
