I am planning to to visit Shenzhen in end August 2013 for 1 week. I am planning to buy some electrical product and visiting a friend there. I used to hold 2 years multiple entry (formally working for an airline). 1. Can I apply for a multiple entry for 2 years?2. Can I apply first before booking my tickets and hotel room?

It is possible for you to apply for a 2 year multiple if you had been issued one before. But make sure prepare documents showing your need of frequent visit. That is to say, you have to book tickets and hotels before you submit your application to the embassy/consulate.  If possible, you need to apply with an invitation letter from your friend or business partner.
