Does Indian passport holders still need Transit Visa for China?

Scenario: If someone on Indian passport is travelling to Japan via China (Shanghai (PVG) Airport). Do they need a G type one even if staying within the Airport premises for 4 hours only? Information on Internet is a bit confusing; some websites says that since January 2013 the rules have been changed and if the stay at the PVG airport is less than 24 hours, then people on Indian passports does not require one. Please confirm. Thanks in advance for your help.

I think you should contact the Entry and Exit Management Office at Shanghai Airport. Tel: +86 (021) 68345199 Another way is to contact your airline company.
