About:Chinese Embassy in South Korea

I dont have ARC, I'll only be a week in Korea and I want to apply for a Chinese visa from Seoul

I'm a Colombian living in Shanghai with a renewed tourist L that is going to expire in a few weeks, so I need to get out and apply for another one from outside, I was thinking in going to Seoul. I dont have an ARC or anything like that.
Is it possible for me to just apply for a L from Seoul? (or do I need to live in Seoul in order to do that?)

No, it is impossible for you to apply in Seoul if you do not have ARC. You may need to apply for a new one in HK if possible. Or, just visit your local PSB if you can extend your tourist L again without leaving.
