Transfer from Pudong to Hongqiao is allowed without a visa for citizens of the 45 countries?

I am flying from Dubai to PVG and my connecting flight to Tokyo is from Hongqiao after 22 hours. I am allowed to enter in Shanghai without a visa, just using the 72 hours permit? What I don't understand is if I need to depart from the same airport if I don't have a visa or if the 72 hours permit allows me to depart from Hongqiao.
