Can I get 72 hour free visa in beijing returning home from Philipines?

I have the option to have a 60 hour layover in Beijing on our return flight after being in the Philipines for 10 days. I have read the it is only available if you are going to a 3rd country. Is it available if we are on our way back to our home country? We hold USA passports.
